MAFP Membership Advances Resolutions on Payment, Value-based Care, Medical Claims, and More

Resolution writing is an impactful way for members to hone their advocacy skills and help shape their Academy and profession. Fourteen resolutions—formal proposals for change introduced by Michigan Academy of Family Physicians members—were discussed and voted on at the 2023 Annual Membership Meeting on Aug. 14.

Any member in good standing, as defined in the MAFP Bylaws, may vote and speak to a resolution on the floor. This includes resident, student, and life members. The result of any majority vote during the Annual Meeting controls the acts of the Academy and its Board of Directors, officers, committees, agents, and employees.

Below is a summary of the membership’s actions on the resolutions brought forward for its consideration at MAFP's 2023 Annual Meeting.

“Thank you to MAFP's 2022-2023 Speaker, Bashar Yalldo, MD, for leading an efficient and productive Annual Meeting where all voices were given the opportunity to be heard, and to Parliamentarian Jennifer, Aloff, MD, FAAFP, resolution authors, and members who participated in the meeting,” said MAFP Chair Glenn Dregansky, DO, FAAFP.


Family Physicians are Needed; Promote It Like We Mean It

Referred to the MAFP Board of Directors
Calls on MAFP to encourage AAFP to create an educational training program that empowers physicians to better interact with health plans and the public in an attempt promote family medicine and assist in increasing physician payment while reducing administrative burdens.

Timely Filing of Medical Claims

Adopted; forwarded to AAFP for consideration at the 2023 AAFP Congress of Delegates
Calls on MAFP and AAFP to develop recommendations for timely filing periods of medical claims and oppose any legislation/ policies that could result in extending filing deadlines, which could lead to a loss of income for family physicians.

Sustain and Expand Primary Care Physician Private Practices

Referred to the MAFP Board of Directors
Calls on MAFP to encourage AAFP to cultivate relationships with organizations that support continued physician owned and operated primary care practices.

Independent, Solo, and Small Group Equity in Value-Based Care

Adopted; forwarded to AAFP for consideration at the 2023 AAFP Congress of Delegates
Calls on MAFP and AAFP to investigate the cost difference between independent and employed family medicine practices and work with stakeholders to ensure equity in incentive payments, costs, and resources to support those practices.

Family Physicians Should Be Paid for Valuable Activities

Adopted; forwarded to AAFP for consideration at the 2023 AAFP Congress of Delegates
Calls on MAFP to introduce a resolution for consideration at the AAFP at Congress of Delegates, encouraging AAFP to advocate for Centers for Medicare and Medicaid Services to integrate patient coaching and care management services and compensate these services to support implementation.

Family Physicians Cannot Wait for a Pay Increase

Referred to the MAFP Board of Directors
Calls on MAFP and AAFP to advocate for an immediate 30% family physician pay increase for fee-for-service and capitation, and engage in advocacy with health plans every year the goal is not met.

Simplification and Real-Time Adjudication of Claims

Calls on MAFP to develop and offer changes to streamline the medical claims and value-based incentive processes.

Firearm Regulation for Persons Convicted of Violent Offenses

Calls on MAFP and AAFP to advocate for legislation restricting the purchase of firearms by individuals convicted of violent crime for 10 years following their conviction, and for AAFP to disseminate model legislation with other state chapters.

Calls on MAFP to support the creation of a National Bureau for Firearm Injury Prevention and to introduce a resolution for consideration at the 2023 AAFP Congress of Delegates, asking for AAFP’s support.

Calls on MAFP to request that AAFP, through a resolution introduced at the 2023 AAFP Congress of Delegates, work with EHR vendors to include screening tools to document adverse childhood events and positive childhood events into patient records.
